Plumbing was an advance that was slated to appear in Civilization II, but was cut from the game before its release.
According to RULES.txt, Plumbing was supposed to be available to research after discovering Construction and Pottery. In the PlayStation version of the game, it appears under the variant name "Plumber" and shares a Civilopedia entry with Sanitation.
