Praetorium is a Diplomatic Policy Card in Civilization VI: Rise and Fall.

Praetorium further increases the amount of Loyalty that cities gain with an assigned Governor. However, +2 Loyalty isn't a particularly large boost, and considering that you're unlikely to have more than two or three Governors when this card becomes available, the Diplomatic Policy slot it takes up is much better used on extra Gold from Merchant Confederation or extra Influence points from Charismatic Leader than on 6 extra Loyalty at most. Later in the game, when you have more Governors and thus higher potential yields, the cards available are even stronger, making this card ultimately almost never worth slotting.

Originally the Roman praetor’s tent in a Legion encampment, the term “Praetorium” became used more widely to refer to the building where the seat of Roman adjudication was held. It became a place where both legal proceedings and executive administration would occur, and possessed its own rituals and traditions in enacting the law.
