Strategy
The Prora is quite a useful wonder for players who have adopted the Autocracy ideology. The Happiness Happiness boost from Social Policies is very helpful in times of war and peace alike, allowing players to cut down on the Unhappiness Unhappiness of their empire when conquering or founding new cities or struggling against foreign influence, while the free Social Policy allows them to advance faster in the Social Policy or Ideology trees.
The only drawback to the Prora is its lack of culture boosters, which leaves the builder's civilization vulnerable to the foreign influence of the Tourism Tourism wave and its unfavorable effects on public opinion. Rather than relying solely on the Prora's bonuses, it is recommended for players to build many Culture Culture- and Happiness Happiness-boosting buildings in their cities, get a lot of luxury resources, and obtain many Great Works. If a player takes all of these steps in addition to building the Prora as quickly as possible after adopting Autocracy, his or her civilization should be largely immune to the cultural influence of foreign civilizations.

Built between 1936 and 1939, Prora was to be a massive beach resort on the Baltic island of Ruegen. The massive complex was intended to provide vacations for German workers. As originally planned, the Prora Resort would consist of eight blocks of ten housing units, capable of providing rooms for 20,000 vacationers. The complex, if completed, would also have included restaurants, cinemas, swimming pools, gymnasiums, ballrooms and other amenities, all served by a rail station and a quay for cruise ships. The outbreak of World War II halted construction; during the war the buildings were used to house refugees and later served as a military hospital. After the war, the complex was occupied by Soviet units for a period, and then stripped of all usable materials, down to the wiring and plumbing. Aside from a museum for East German history, most of the complex has fallen into decay.
Trivia
Before the release of the Brave New World expansion, the Eiffel Tower had the Prora's ability to grant additional Happiness Happiness based on the number of Social Policies adopted. With the appearance of Tourism Tourism, the Eiffel Tower's abilities were changed and the Prora inherited the Eiffel Tower's Happiness Happiness-boosting ability (though it has a base Happiness Happiness bonus of +2 rather than +5).
