The term “the public” implies certain things: namely, the existence of a body of people with status and importance. It implies a community that is invested in the general affairs of society – not “the clan” or “the soldiers” or “the serfs,” but a category of undifferentiated people who matter.
This may seem like a small matter. It is not. The concept of a public invests “ordinary people” (however defined) with a stake in society and some degree of shared participation – against tyranny, for example, where one person stands outside of the law and defines what is and is not permissible. The invention of a public, in other words, is the first step towards a democracy.
