How does one govern a conquered kingdom? In many conquests, forcing an enemy king to show allegiance had the softest impact on ordinary citizens as day-to-day life would continue as normal. However, the Persian Empire was built on the concept of divine rule, where all power revolved around the throne.
The system of satrapies, set by Cyrus the Great in 530 BCE, was meant to govern conquests and manage tribute (core Persian lands were exempt). These satrapies were Persian viceroys, responsible for collecting taxes, managing locals, and keeping order. Maintaining the road system was especially important to the highly mobile and responsive Persian Empire. In later years, Alexander the Great adopted the satrap system (indeed, Alexander’s satraps formed splinter kingdoms – e.g. the Ptolemaic Egyptians).
