What assumptions underlie public education? The idea that all children should be educated rests on the concept of citizenry – that all people should reach their potential and contribute to society as full members of the public. Feudal lords had little need to educate their serfs. When education existed in previous ages, it was often within religious schools – Theravada Buddhist temples especially had a mission to promote universal literacy (amongst boys) and advance general knowledge. Confucian academies promoted education for those who entered the administrative class. However, universal public education along secular lines came about in the 15th century, together with the idea of the public. For idealists, the notion of a public school promotes universal opportunity and produces a better-informed population. For cynics, it promotes conformity and nationalistic loyalty to the state.
