The Settler is a
Civilian Unit in Civilization VII.

A Settler can be expended to found a
Town. They can be produced or purchased in
Cities, and purchased in Towns, with at least 5
Population. The first Settler you receive at the beginning of the game is called the Founder.

At its core, settlement represents the permanent re-habitation of people from one land to another. Why do settlers relocate? Who owns the land where they settle? Are there consequences for this movement? Throughout history, settlers have occasionally arrived in truly uninhabited land, but most of the time newcomers and existing populations must negotiate the new status quo – sometimes violently, sometimes peacefully, and often a combination of the two. In many ways, settlers represent beginnings, with all the anticipation and danger that comes with them.
