The settler is the backbone to any developing empire and a unit is awarded when gold reserves reach 100. They may found new Cities and add a population to a city (Useful later in the game to siphon off population from cities that have reached their maximum, (31), to help smaller cities grow).
However there are some things to note:
You cannot found a city the turn you disembark.
The movement is 2 and you can find a city after the 2nd move using the exploit below.
You can find a city if there is a unit there and you scroll from that unit back to the settler( bypassing many restrictions).
Settlers cost 2 population, 1 with a republic .
Settlers can be awarded from Barbarian villages or Native village.
