The term “socialism” has been widely misused everywhere from a synonym for communism (which it is not) to its adoption by fascist regimes (to which it is opposed). In short, socialism refers to the public ownership of institutions that are in the public's interest. Schools, hospitals, and welfare systems are often socialized, as free-market principles usually make little sense in those arenas. For instance, the public's interests are served when its citizens are educated. Other services also perform a general public good: police, fire departments, roads, and the like. Some socialist countries expand this concept – if steel is vital to the public interest, then it could make sense to nationalize refineries. While communist parties (after Vladimir Lenin) led the vanguard against capitalism, socialist states sought a middle ground, keeping private industry while ensuring citizens received everything they needed to survive and prosper. All states have some aspects of socialism – private fire departments are hard to find – but present-day socialist states may include Scandinavia or central Europe.
