Soft Targets is a Dark Age Policy Card from the Dramatic Ages game mode in Civilization VI. It is available from the Industrial Era to the Information Era (Modern Era in Gathering Storm) and uses a Wildcard slot.

Soft Targets is all about timing, and military intelligence. The best times to use it are at either the beginning or the end of a war: if an opposing civilization has a small military, attacking them with Soft Targets slotted could allow you to cripple them before they can react; if you've wiped out most of their military and are just trying to capture their last few cities before the war ends, having Soft Targets slotted speeds up the process.
This policy may be the worst call, however, if you're on the backfoot and defending.

A disciplined military – one that does not loot or pillage indiscriminately – is a hallmark of a well-running society. But in a Dark Age, standards might lapse. In a military that favors soft, civilian targets and sees plunder as a part of an individual soldier’s pay, soldiers might favor pursuing easily carried-off loot over militarily strategic goals. Such behavior might lead to increased damage to cities and civilians, but decreased efficacy in war.
