Civilopedia entry[]

Who has the power to determine what is right and what is not? Who has a monopoly over the law and the justified use of violence (e.g. police, military)? These are questions about sovereignty. This topic became pressing for Protestant states as they broke away from the authority of the Catholic Church; in the absence of a Pope, who has the authority to criticize a state’s actions? In Asia, powerful states such as China, Siam, and Vietnam often negotiated the proper conduct of a weaker neighbor, both to ensure their own status as a regional hegemon and to keep the peace nearby.

Early modern writings are replete with calls for sovereignty (most famously Thomas Hobbes’ “Leviathan”) in the twilight of the Ming tributary system, as well as within the colonized world. Writings such as those by Phan Bội Châu, the struggles of Túpac Amaru II, and Siamese declarations of the itsaraphap (independence) of its monarchy all echo the desire for sovereignty, whereas principles of human rights, international criminal courts, and arms conventions seek to limit its worst excesses.
