Starvation is a game concept in Call to Power II.
Gameplay[]
The more people there are in a City, the more Food the city must produce to feed them. For each turn a city fails to produce enough food, the city starves. Each city can endure a state of starvation for up to three turns. After three turns, the city size decreases by one.
Fortunately, there are three Improvements that increase a city's food storage capacity and, therefore, increase a city's starvation "protection." The Granary increases a city's starvation protection to five turns; the Food Silo increases it to ten turns. Build a Cornucopic Vats improvement will insure that a city will never starve.
