Stealth is a late-game advance in C-evo that allows the designing and building of air units that are invisible to enemies except a Spy Plane.
The Manual seems not to say what happens when a stealth unit is the only occupant of a tile that another nation's unit tries to enter. Presumably the rival gets a message similar to the messages about ZOC or fully loaded transports.
If all of your rivals are controlled by the standard AI, which in version 1.2.0 cannot create air units, there is no value in Stealth.
