A reference to the movie Tora! Tora! Tora! which itself comes from the order to start the attack on Pearl Harbor by the naval and air forces of Japan in World War II. 'Bora' is the name of an initiation ceremony in the Pacific Islands, and is part of the name of an island near Tahiti. 'BORA' is also short for the New Zealand Bill of Rights Act 1990.
