The Suzerain is the first player who completes the Befriend Independent project for an
Independent Power in Civilization VII and its expansions. Doing so causes the Independent Power to evolve into a
City-State and makes the player its Suzerain.
Mechanics[]
Unlike in previous Civilization games, once a player becomes Suzerain of a
City-State, Suzerainty is locked for the remainder of the Age and cannot be contested or taken by other players. The City-State can still be eliminated through
War, but its loyalty cannot be stolen.
Suzerainty bonus[]
When a player becomes Suzerain of a
City-State, they immediately receive a bonus based on the type of City-State they befriended. This bonus lasts for the remainder of the Age, even if the City-State is later eliminated.
Diplomacy[]
In addition to the Suzerainty bonus, Suzerains can conduct
Diplomatic Actions with their
City-States. These include developing the City-State, levying its
Military Units, or even incorporating it into their empire as a new
Settlement.
Additionally, City-States will always join their Suzerain in
War — both defensively when attacked, and offensively when the Suzerain declares War. Players cannot declare War on City-States that are under suzerainty; they function as full
Allies under the protection of their Suzerain in all circumstances.
