Are you sure about spy idle loyalty?[]
The Owl's modifier is literally called Counterspy loyalty in the XML files. Based on that, I think it only gives loyalty when spies do Counterspy and nothing else. Are you sure spies provide loyalty when idling in your city? —Preceding unsigned comment added by 202.190.65.178 (contribs)
