I know that the Queen's Bibliotheque doesn't replace anything so it cannot be changed. I know for a fact that if you already have a Gov Plaza or a Dip Quart and manage to conquer another one, the new one will get deleted, but I am not sure what will happen to the Queen's Bibliotheque if it gets conquered and the conqueror does not have a Gov Plaza yet.
