The word “tenement” simply means “residence,” but it has come to denote tall, multi-family buildings. The quintessential structures are the high-density New York housing blocks of the late 19th century. Tenements in cities such as New York, Edinburgh, and Glasgow came hand-in-hand with industrialization, as workers flocking to cities sought cheap housing near factories or other places of employment. These buildings usually gained a reputation as unhealthy and unsafe – large houses or warehouses were divided into a series of often windowless rooms to house the maximum number of people possible, and presented a constant risk of crime, collapse, or disease.
Elsewhere, dense settlements such as the Kowloon Walled City in Hong Kong were built along the same model, packing the most people into the minimum space provided, and they attracted many of the same concerns. Reformations in housing law and design largely removed the worst tenements but also introduced new concerns over housing availability in large cities.
