Theodora (c. 500 – 28 June 548) was the wife of Emperor Justinian, ruling as empress from 527 until her death. As her husband's closest and most trusted advisor, she held considerable influence over Byzantium, and has been recognized as one of the most powerful women in Byzantine history. She leads the Byzantines in Civilization III: Conquests.

- Both the Middle Ages and Modern Times backgrounds for Theodora feature a Christ Pantocrator, the former is likely from the Hagia Sophia, while the latter is this one from Saint Catherine's Monastery. Both are very famous works of Byzantine art as well as Christian art.
