A tile improvement is a structure that one of your units builds on a tile within (and occasionally beyond) your empire's borders. It nearly always improves one or more aspects of production, movement, or defensive strength.
The most common tile improvements are roads, Farms or Irrigation, and Mines, which can be found in all the Civilization games and are usually built by Settlers, Engineers, or Workers. In Colonization games, any colonist can build roads, clear forests, and plow cleared land. In Call to Power games, a portion of industrial production set by the player is transferred to a public work reserve which is spent on tile improvement.
