In the mid-19th century, Baron Haussmann took out a pen and sliced Paris to shreds. Rambling alleys were replaced with broad avenues, cholera-plagued slums gained new sewage systems, and barricade-prone streets were replaced with open spaces. His detractors believed he'd laid the foundations for autocracy under a would-be autocrat; his defenders felt he had created the “City of Light” out of a dark and pestilential medieval city. Haussmann had devised the quintessential modern urban plan.
And yet, urban plans have long existed, from the regulated districts of ancient Harappa to the mandala configurations of Kandy to the grid of Heian-era Kyoto to the Persian capital at Parsa. Here, urban planning identifies urban design as a science, governed by a system of rationality, incorporating infrastructure, sanitation, housing, etc. However, when comparing older cities with Brasilia or other high-modern cities, one wonders if modernism is its own religion.
