There are four primary victory conditions in Civilization VII, each tied to its corresponding Legacy Path: Cultural Culture, Economic Economic, Militaristic Military, and Scientific Science. To win, a player must fully complete one of these paths in the Modern Age and fulfill its final victory condition before any other civilization. The only alternative is the Domination Victory, which will naturally be granted upon eliminating all rival civilizations.

Mechanics[]

Unlike previous Civilization games, victory progression is tied to Legacy Paths. Throughout the game, each path presents unique objectives that evolve with every Age. Advancing along a path requires completing milestones, which grant Legacy Points, progress the era, and provide crucial advantages for the following Age. Fully completing a Legacy Path also unlocks a Golden Age for that field in the next era, offering powerful bonuses that reinforce a civilization's strategic direction.

Conditions[]

Victory conditions only become available in the Modern Age, aligning with the Legacy Paths completed throughout the game. Typically, a civilization's chosen path will reflect past Golden Ages and previously completed milestones, as these accumulated advantages provide a significant edge when pursuing victory in the final Age. The early Ages — particularly Antiquity and Exploration — are critical for establishing a strong foundation, securing advantages, and shaping a civilization's overall direction. By the Modern Age, this foundation serves as the springboard for achieving the final victory condition. However, unforeseen events such as Wars Wars, strategic shifts, or unexpected developments may still force players to adapt their approach.

Culture[]

Players must house 15 Artifacts Artifacts within their empire. Completing this Legacy Path unlocks the World's Fair victory condition.

Economic[]

Players must gain 500 Railroad Tycoon Points from manufacturing goods in Factories. Points are earned each turn for each Factory Resource Factory Resource slotted into a Settlement Settlement with a Factory that is connected to the Rail and Port network. Completion of this Legacy Path unlocks the World Bank victory condition.

Military[]

Players must gain 20 points from conquering Settlements Settlements. Before adopting an Ideology, each conquered Settlement counts as one point. After adopting an Ideology, each conquered Settlement counts as two points, and if the target belongs to an opponent with a different Ideology, it counts as three points. Completing this Legacy Path unlocks the Operation Ivy victory condition.

Science[]

Players must complete 3 Space Race Projects. Upon completion, the First Staffed Space Flight victory condition is unlocked.

Domination[]

In addition to the four primary victory conditions, there is a fifth alternative: Domination Victory. This is the only victory that can be achieved before the Modern Age, as it requires eliminating all rival civilizations by conquering their Settlements Settlements. If a player successfully becomes the last civilization standing, they are immediately declared the winner, regardless of era.
