Germany was not always Germany. In previous years, disparate German states (most notably Austria and Prussia) vied for control over a loose feudal union – the Holy Roman Empire (and later the German Confederation). As the region’s economy became more interdependent, the various borders between German states became hindrances. The temptations of industries to look outside Germany for resources became a threat to the economy. Therefore, industrialists and those seeking economic independence were unified in promoting a toll-free trading zone within Germany: the Zollverein. The Zollverein tied them firmly to Prussia (as the agreement excluded Austria). Furthermore, as small states gained a great deal of income from tariffs, the creation of a tariff-free union eroded local power to the benefit of the center. A unified Germany took one step further into existence.
