Zone of control, abbreviated to ZOC or ZoC, is a concept common to Civilization games, restricting unit movement close to military units controlled by another power. The exact mechanics vary from game to game.
Civilization

Units generally cannot move from one square adjacent to an enemy unit or city into another square adjacent to an enemy unit or city. Diplomats, Caravans, and nuclear weapons ignore zone of control.
