Zone of control (abbreviated ZoC/ZOC) is a game mechanic in Civilization II that restricts unit movement. Units located on land tiles exert a zone of control on adjacent tiles;[note 1] foreign ground units cannot move within or between rival ZoC, unless the civilizations are members of an alliance. Zone of control acts to create and maintain a military front line, without requiring a "hard" wall of units occupying every traversible tile.[2]

ZoC has several general exceptions: units moving onto or out of a transport, into or out of a city,[note 2] or moving to stack with a friendly unit are not obstructed. Sea and air units are not subject to zone of control, though they will exert it.

ZoC immunity is a flag that can be assigned to any unit. The mechanic itself is hard-coded.

Notes[]

  1. The game manual erroneously states that cities exert zone of control;[1] however, this is an attribute of the garrison and not the city itself. An unoccupied city does not obstruct movement.
  2. Including capturing an enemy city.
